Governance Opportunities in VET for Empowerment and Regional Innovation – Network for Education and Transnational Cooperation

GOVER-NET was born from the need to improve the quality of local governance in rural areas, particularly in the Western Balkans and in some EU countries, where high NEET rates, deficiencies in vocational training (VET), and low participation of citizens, especially women and young people, in decision-making processes persist.
The project focuses on participatory governance, i.e., models in which public administrations, civil society, businesses, and citizens co-design and co-manage local public services. This approach is essential to making services more transparent, effective, and truly responsive to community needs, in line with European strategies for sustainable development, social cohesion, and the Long-Term Vision for Rural Areas.

GOVER-NET acts on three levels
People skills
Strengthen the skills of local administrators, VET trainers, NGO staff, and vulnerable groups (women and NEETs) by introducing training modules and hands-on learning paths related to participatory governance and public service management.
Institutional capacity
Supports VET schools, local governments, and non-profit organizations in integrating innovative, digital, and collaborative tools for managing local services into their curricula and daily practices.
Networks and Cooperation
Build a transnational network between Western Balkan actors and EU countries (such as Italy and Spain) through the GOVERNET Lab digital platform, hackathons, workshops, and public-private collaboration protocols.
